Texas bill filed to allow pregnant drivers to use HOV lanes. House Bill No. 521, proposed by representative Briscoe Cain, R-Baytown, would add a new rule allowing pregnant drivers to use HOV lanes, regardless of whether there's another passenger in the vehicle besides the unborn child…This proposal follows controversy after a pregnant Plano woman was ticketed for using an HOV lane while being the only person in her vehicle. She claimed the child she was carrying should count as a passenger.


Oregon voters pass initiative to make access to affordable health care a constitutional right. The amendment reads: “It is the obligation of the state to ensure that every resident of Oregon has access to cost-effective, clinically appropriate and affordable health care as a fundamental right.” It remains unclear how courts would interpret “cost-effective” and “affordable.”  But a separate subsection included in the amendment lays out that the state’s obligation must be “balanced” against public school funding and other essential public services.

Arizona will now give undocumented students in-state tuition rates. Here’s why that matters. Arizona once boasted one of the most stringent policies barring access to higher education for undocumented students. But a recent shift in the state could signal changing perceptions of undocumented youth...Arizona will now join 19 other states that allow for in-state tuition rates for undocumented students, according to NCSL: Arkansas, California, Colorado, Connecticut, Florida, Illinois, Kansas, Maryland, Minnesota, Nebraska, New Jersey, New Mexico, New York, Oregon, Oklahoma, Rhode Island, Texas, Utah and Washington. At least eight of those states, including Arizona, also allow undocumented students to receive state financial aid. That Arizona is now one of those states shows just how far the tide has turned since 2006.


FDA approves first treatment to delay onset of type 1 diabetes. The monoclonal antibody teplizumab, which will be marketed under the brand name Tzield, from ProventionBio and Sanofi is given through intravenous infusion. It is thought to work by turning down the body’s misdirected attack on its own insulin-producing cells. The idea is that protecting these cells buys people more time before they become dependent on insulin to manage their condition.
